为引进一批高成长性、高技术含量及拥有自主创新技术的海外高层次人才项目，吸引海外高层次人才及团队来山东创新创业，现面向全球征集海外高层次人才创业项目，欢迎各位符合条件的海外高层次人才报名参加。
一、项目征集领域
新一代信息技术、高端装备、新能源新材料、现代海洋、医养健康、高端化工、现代高效农业、文化创意、精品旅游、现代金融服务10个领域。
二、参加者条件
（一）参加者要求
活动参加者应为有意向来山东创新创业的海外高层次人才团队或个人，具有较强的创新创业精神、市场开拓和经营管理能力，之前在山东省未注册过企业；在海外知名高校、科研院所担任相应专业技术职务，或具有海外自主创业经验，熟悉相关专业领域，或曾在知名企业担任相应职务，具有较强的创新创业精神、市场开拓和经营管理能力；拥有自主知识产权或掌握核心技术（至少拥有一项与主营业务相关的发明专利/动植物新品种权/集成电路布图设计权/软件著作权等）、具备相应服务能力，且其技术成果国内先进或能够填补空白，引领省内相关产业发展，具有较好的发展潜力并能够进行产业化生产；具有较强的创业愿望，项目创业计划书完备，商业模式清晰，市场发展前景较好（已在山东落地创新创业的人员不再作为参赛对象）。
（二）项目要求
项目要保证真实、健康、合法，无不良信息，不得侵犯他人知识产权，所涉及的产品、技术或相关专利等必须拥有清晰合法的知识产权或物权。抄袭、盗用、提供虚假材料或违反相关法律法规一经发现即丧失相关权利并自负一切法律责任。
项目应围绕活动设置的十大产业领域方向要求，符合山东产业技术政策、有较高创新水平和较强市场竞争力、有较好的潜在经济效益和社会效益、易于形成新兴产业的高新技术成果，且具有核心技术、完全知识产权、高附加值。
三、活动流程
（一）报名
请各海外高层次人才填写完整的《创业项目申报书》（见附件），并提供项目选手照片、护照、最高学历证书、专业技术证明、科技成果获奖证明、承担课题证明、专利证书、完整的商业计划书、其他证明材料等，于北京时间9月25日16点前发送至邮箱：sdaiep@163.com。
（二）资格审查
我单位组织对项目人选的资格条件、参赛资料的真实性、人才项目的可行性等进行形式要件审查。
（三）初评
邀请评审专家对参赛材料进行初审，根据实际申报报名情况确定进入海外项目路演名额和人选。
（四）海外项目路演
分别在欧洲、美洲、亚洲举行海外人才项目路演活动，采取中外两地同步直播方式，参赛人选通过在线视频答辩的方式参与线上路演。邀请行业技术专家、风投机构专家、知名企业高管和政府部门代表评委导师团，对项目进行评审并确定项目名次，筛选出进入决赛的项目。
（五）决赛
组委会另行制定活动方案，具体时间、地点另行通知，采取线上路演的形式。
四、获奖选手奖项设置及政策支持
1.对获奖选手，由主办单位颁发荣誉证书。
2.入围决赛并获得创业项目类优胜选手，在大赛结束一年内落地山东注册成立企业并符合泰山产业领军人才科技创业类基本条件的，可直接进入泰山产业领军人才科技创业类考察范围。结合创业类团队优胜选手在山东省注册企业情况可适时启动考察工作，对落地山东省注册企业并符合泰山产业领军人才科技创业类基本条件的，可纳入本年度泰山产业领军人才科技创业类支持范围。
3.其他未进入决赛的项目，我单位将积极推荐给山东省内各大园区、产业基地等，帮助对接落地。
五、有关要求
1.参赛人选须确保报名信息填写完整，附件及证明材料齐全，内容真实有效，并承诺对有关材料数据负责。不得违反大赛规定，所提交的创业项目相关材料不得存在抄袭、盗用等不法现象，一经发现，即取消申报及资助资格，追回已资助资金。涉及参赛项目知识产权纠纷的，自行承担一切责任。
2.请确保入围的海外项目能够参加线上或线下海外项目路演及决赛路演。

Announcement of Collecting Innovation and Entrepreneurship Projects of Overseas Talents
In order to introduce a group of overseas high-level talent projects with high growth, high technology content and independent innovation technology, and attract overseas high-level talents and teams to Shandong for innovation and entrepreneurship, we are now recruiting overseas high-level talent entrepreneurship projects from all over the world. Any qualified overseas high-level talents are welcome to sign up.
I .Project Recruiting Fields

Ⅱ.Requirements
1.Requirements for Participants
Participants should meet the following requirements: be overseas high-level talent teams or individuals who are interested in startups and innovation of Shandong Province, have strong innovation and entrepreneurship spirit, market development and management ability, and have not registered enterprises in Shandong Province before; have held relevant professional and technical positions in well-known universities and research institutes abroad; have experience in independent start-ups abroad, and be familiar with relevant professional fields, or have held relevant positions in well-known enterprises; have independent intellectual property rights or master core technologies (have at least one invention patent or plant variety rights or integrated circuit layout design rights or software copyright and so on which related to the main business), can carry out relevant works, the technological achievements may fill the domestic gap, can lead the development of related industries in Shandong Province, have good development potential and can carry out industrialized production; have strong desire to start a business, complete project business plan, clear business model, good market development prospects (those who have already land in Shandong Province for innovation and entrepreneurship will no longer be the participants).
2.Requirements for Projects
The project shall be authentic and legal, free from bad information, and shall not infringe intellectual property rights of others. The products, technologies or related patents involved shall have clear and legitimate intellectual property rights or real rights. Plagiarism, misappropriation, provision of false materials or violation of relevant laws and regulations will lose relevant rights and bear all legal responsibilities once found.
The project should focus on the ten major industrial fields set up by the activity; meeting the Shandong industrial technology policy; having a high level of innovation and strong market competitiveness; have good potential economic and social benefits, and is easy to form high-tech achievements in emerging industries with core technology, complete intellectual property rights, and high added value.
Ⅲ.Procedures
1.Signing up
All domestic and overseas talent organizations please fill in the "Entrepreneurship Project Application Form" (see attachment), and provide the photo, passport, highest education certificate, professional technical certificates, scientific and technological achievements award certificates, certificates of undertaking projects, patent certificates, complete business plan of the applicant and other supporting materials etc. All these mentioned above shall be sent to the email address: sdaiep@163.com before 16:00 on September 25.
2.Qualification Examination
Our association organizes the review on the qualifications of project candidates, the authenticity of the participating materials, and the feasibility of the talent project.
3.Preliminary Assessment
Invite experts to conduct a preliminary assessment of the entry materials, and determine the quota and candidates for entry into the overseas project roadshow based on the actual application status.
4.Roadshow for Overseas Projects
Overseas project roadshows will be held in Europe, America, and Asia respectively, and the live broadcast in both China and foreign countries would be conducted. Participants participated in the online roadshow through online video debate. We will invite industry technical experts, venture capital institution experts, well-known corporate executives and government department representatives to review the projects and determine the project rankings, and select the final projects.
5.Final
The organizing committee will formulate an activity plan separately, and the specific time and place will be notified separately.
Ⅳ.Award Setting and Policy Support for Winners
1.For the winners, the organizer will issue a certificate of honor.
2.Finalists and winners of the entrepreneurial project category, and registered enterprises in Shandong within one year of the end of the competition and meet the basic conditions of Taishan industry leading talent technology entrepreneurship, can directly enter the scope of the Taishan industry leader technology entrepreneurship investigation. Based on the situation of the entrepreneurial team winners in the registered enterprises in Shandong Province, the inspection work can be initiated at an appropriate time. Those registered enterprises in Shandong Province and meet the basic conditions of Taishan Industry Leading Talents Technology Entrepreneurship can be included in the Taishan Industry Leading Talents Technology Entrepreneurship Support this year.
3.For other projects that have not entered the finals, we will actively recommend them to industrial parks and industrial bases at different cities for cooperation.
Ⅴ.Other Requirements
1.Participants must ensure that the registration information is complete, the attachments and certification materials are complete, the content is true and effective, and promise to be responsible for the relevant materials and data. The regulations of the competition shall not be violated, and the relevant materials of the entrepreneurial project shall not be plagiarized or misappropriated. Once discovered, the application and funding qualification shall be canceled and the funded funds shall be recovered. If the project is involved in intellectual property disputes of the participating projects, they shall bear all responsibilities by themselves.
2.Please ensure that the shortlisted overseas projects can participate in the online or offline overseas project preliminaries roadshow and finals.
